Telnet no FTP

I am running Mandrake 7.2, and I can telnet my box, but I cannot ftp to it. When I try to ftp my system it tells me that "Service not available, server has closed connection" I looked in the inetd.conf file, and it is not commented out. Am I missing something, like a package that didnt install?
