burn cd in windows

i know this isn't the place for anything related to windows, but since i have no idea where to go, i'd just hope that someone could help me.

i need to burn a *.bin file without the *.cue file from windows and using nero burn.

when i just tried to burn it, using the following option:
data mode:1
block size : 2048
image header:0
image trailer:0
not scrambled,not swapped, and not raw data.

failed.

can use:
data mode:2
raw data
block size: 2352
image header:0
image trailer:0
not scrambled, not swapped.

but then after the burn completed, it doesn't have anything on the cd.

do we need to create the *.cue file first?
how to do that?

well...actually i found out that i had to make the cue file and i did.
