Ok, this is probably a stupid question, and i actually think it is, but:
say i upgraded from RH 6.2 to 7, all that does is upgrade packages that i have installed and change a number here or there, right? so if i stayed up to date on all the major packages, it would make no sense to upgrade to a higher distro, correct?

As you are probably already aware -- each new version of any OS distro is put out by the manufacturer to give users the opportunity to update their current distro. These new versions fix/repair "bugs" and or holes in the software. If you are up-to-date on your kernel you would really have no reason to use the latest version. Updating your kernel is "basically" the same thing as using the latest distro.
