I didn't know that the gimp wouldn't save .gif files.. I know this is possible.. I even see an entry for the .gif in the save as options.. (After performing a search here) I didn't get any answeres.. So now I am asking Directly.
What do I have to install to get the gimp to save .gif Files.

you would have to use the patented lzw software from their website. It is propriatary. and intelictual property for people in the US. IE dont use in the us
they do check as noted on the Gimp website.

if I want to create some animations and other effects on a graphic. what would be the best format to save it under for use on the web.?

I know .gif is probably the standard, there's some other file type that supports animation, I just can't remember what it is. But if you wanta try making .gif animations with GIMP check link out:
