Cannot configure FTP access

Seems like no matter how I set up a user account, trying to access my FTP account gives the response "MUST perform authentication before identifying USER". I can't find any reference to this error to help me. Also, annonymous access works fine by default, without any prompting for login username/password. In other words, accessing ftp://ftp.mysite.com pops me straight into the default annonymous folders.


Any help is most welcome.
