Yes, I believe so. It is in unstable, so you'll need to make sure you specify unstable. Check out the apt user guide on how to do that.

You don't have to do that, just add this link to your sources.list file.

deb http://download.kde.org/stable/3.1/Debian stable main

It should have you updated as fast as your connection will allow.

Yeah, it's in unstable. I just installed it and am very impressed. I hated KDE 1.x and 2.x. 3.x was OK, but this is really going somewhere :)
