I not sure if I should attempt to install KDE 2.2 on Red Hat 7.1. I see all these rps for RH on the ftp download...what am I supposed to do with them once I download all the KDE 2.2 files? I'm still taking baby steps in Linux so please help me out.

If "rps" means "rpm's," you might as well DL one of the KDE 2.2 RPM's. While you try to install it, you'll get lots of dependency warning messages if you don't have the up to date glibc, etc files that are needed.

Also, it's a big pain in the *** to download all the .rpm files. I mean, if you want to do it, go for it, but, like I said...big pain in the ***. Just get the newest distro of RedHat when it comes out.
