Downloading and Installing Packages

Hello - I have downloaded several packages. When I go to install them nothing happens (I am using Mandrake 9.0) Do I need to copy them into a particular folder or place? How do I get these things, in general, installed. I use RPMDrake but it does not detect my downloaded packages.
