Odd. Even HPs should be able to use a floppy. Well, start with the basics:

1) Cable stripe okay? If not, the floppy light stays on all the time.
2) Which floppy? You may have a 720K or 2.88MB model - double check.
3) PnP turned OFF in BIOS?
4) Legacy? That usually implies that the BIOS is not used to seeing the floppy at IRQ6. Maybe it wants a USB floppy or something? Make sure there isn't something in the BIOS that defaults to some USB device.
5) Power plug. Even these little four-pin jobbies can be off or bent.
6) Does the floppy cable have a twist in it for drive zero? If it's a straight cable, then the drive should be jumpered to DS0. If there's a twist, then the default of DS1 is used on both drives (the twist does the drive selection).
7) Check to see if it's already mounted. Maybe kudzu got there first.
8) Finally, check the pins on the drive to make sure none are bent/broken.

Hope this helps...
