i checked out redhat.com and they said this

Over the next several weeks Red Hat will be testing the new 2.4 kernel with Red Hat Linux 7 to ensure that we provide a system that is stable and reliable.
If you are knowledgeable of the Linux kernel at a technical level and are working in a non-production environment, you may wish to download and build the 2.4 kernel from the Linux Kernel Archives

Otherwise, Red Hat recommends that you wait for the official Red Hat Linux 2.4 kernel packages. These packages will be easiest to obtain via Red Hat Network and will also be available for download from our public FTP server.
