Satellite link , Problem Squid , Need Help??

Hi
I'm starting Cable Internet in my area,
I'm installing on win2K 128kbps satellite Downlink (static IP e.g 131.112.110.221) and 33.6kps dial up connection UP link (static IP e.g 299.156.212.211)
In another PC I install Red Hat to use Squid web proxy.
I install Linux Red Hat 7.3 and want to conifgure Squid web proxy server for cacheing and authentication.
Clients user use (Win9x, or Win2k or WinXP)(In clients computer I assign static IP 192.168.0.*)
So in my network every user first authenticate and use Squid proxy to connect Internet .
Please Please Please help me
Please tell me how to configure Squid with static IP , So send request to gateway to Win2k then internet.
And every user in my network use authentication before visit any web site.
Please tell me the Configuration.(I know normal squid server setting but not authentication setting).
I need step by step whole configuration
