xinetd and a junior grasshopper

I read in another forum that redhat uses xinetd instead of inetd (I'd rather not say how much time I wasted looking for that stupid file). I run over to /etc/xinetd only to find it's a directory. Here's what this junior grasshopper is trying to do. I'm trying to add a line to the end of this file to use swat. the line looks like:

swat stream tcp nowait.400 root /usr/local/samba/bin/swat swat

I found the file I had to edit (/etc/services). Does anyone know what I need to do from here?

PS I guess I should mention I am using redhat 7
