Linux Graphics program like MacroMedia Flash?

Well, as the subject says, is there a linux graphics program that will do the same (or near) thing like MacroMedia Flash? I'm trying to get a fancier web site that I'm doing for a club and a group of guys, but don't want to spend the extra money just for that program.

Also - will "wine" be able to run MacroMedia Flash? If so, that would be cool
