Firewall Setup Change

I have installed Linux 7.1 on a new machine, and I am trying to allow for telnet (at least internally to our campus) to my machine. However, when I run lokkit, the changes seem to not "stick", and I am unable to enable any sort of less strict firewall. Any advice on fixing this problem appreciated.
