I have strange problem with my display. There are tiny blue dots, each about an inch apart, on my screen. If I move a window around, the little blue dots leave tracks all over the window, if that makes sense. Here's an analogy; imagine a record player whose needle is fixed in place. If you just reached in there, and pulled the record off, you'd get a big scratch on the record. Well, I'm getting the same thing, only instead of scratches on records, I get blue lines on my windows.

I tried running Xconfigurator again, but it didn't seem to change anything.

By the way, my video card is a Voodoo 3 3000, and I'm running Red Hat 7.1.

It's really hard to imagine what you are describing..Can you do a screen shot?..Just a shot in the dark sounds like the monitor is being activated during the retrace period instead of blanked..If you have Xvidtune you may see if tweaking will help..
Good Luck,
