Mips (million instructions per second) were meant to compare processor performance once MHZ speed became relatively useless. (Often, a slower chip will perform better than a faster MHZ one.)

BogoMIPS were created because although MIPS are more accurate, chip makers can manipulate the process to make thier chips seem faster than they are. Also, the original MIPS process doesn't reflect real life usage that well. In other words, Bogus MIPS.

Hope that helps.

I did some reading up on this a while back and there is actually an official HOWTO on the subject. Among the experts, which I am not, the consensus seems to be that:

BOGO = Bogus

and

MIPS = Meaningless Indicator of Processor Speed
