I had 2.2.18 isn't it more logical for the new kernel to be 2.3.0 or even 2.2.19?

An even minor version is a stable version. Before 2.4 became 2.4 it was really 2.3.99, just imagine the 2.4.0testX as 2.3.99X . The 2.5 tree will only be forked once 2.4 has been stabilized. I would guess it will happen around 2.4.7 or 2.4.8 or so.
