Reasonable dns propagation

Hi,
I have had my dnc/web server down for about an hour for hardware upgrade.
Now when everthing is fired off it only resolves one of my three domains.
Is there a propagation period if dns is powered off for a short period and started again?

If have static ip for the domain it will not make difference as soon you restart the hardware it should all work again but Dynamic IP it make from 3-24 hours.
