I have licq installed, but I need to set it up so I can connect outside of the firewall. I've looked around, but I can't find any place to tell it what my firewall setting are. I just need to set it for https on port 80 with the server name, my username and password.

A jumbled view of your firewall can be see by ipchains -L . There's also ipchains-save and ipchains-restore I think.

It's not my firewall: it's the school's, and they only allow access through https on port 80.
