kde themes

has anyone else experienced this bug in kde themes. i select a theme and kde applies it. but when i restart the desktop has the theme but the kde menu and the other things down at the bottom dont have the theme applied.

I don't think it's problem only for kde... I've been using gnoe but all theme for gnome i downloaded at freshmeat also act buggy... some place doesn't get theme applied.
