I believe that nics work define both layers 1 and 2


layer 1 - Physical layer, like rj-45 twisted pair

layer 2 - actually packaging bits for transmission

Toolio is correct, it is both layer 1 and 2.
Another important part of layer 2 is the MAC (Media Access Control) i.e. hardware address.
Network communications would not be possible without it.
