Foreign Characters

How do I print foreign (accented, etc.) characters in Linux? In Windows, you just hold down the Alt key and punch in a little 4-digit code, but that doesn't seem to work here. Please help, this is really starting to bother me!

I use an applet in gnome or I use the french keyboard settings as the board Im using for this post is actually a french canadain layout
