Hi. Im relatively new to linux. Can someone please tell me how to correctly format a floppy under linux. And then write a filesystem on it so I can copy my XF86Config to a floppy. So that I can get X working on my other harddrive.

You can try fdformat /dev/fd0H1440 which should work.

'man fdformat' for more options.

For an actual, low-level format, use fdformat. You shouldn't need to low-level format a floppy, though. I haven't seen one in the last 10 years that didn't come pre-formatted.

To put a filesystem on a floppy, use mkfs.
