Download the Netscape tar.gz file.
tar zxvf filename.tar.gz
cd netscape-installer
./netscape-installer
You should be root when installing.

The software should install to the correct (default) locations no matter where you have the file originally.
As far as where to put your files, I picked up using /usr/src from an LFS install. Apparently that is a common location. You can make a folder called /newsoftware or something if you like.
