/etc/localtime...red and blinking???

Just noticed that there's a file, /etc/localtime, that blinks red when I do an ls. (Redhat 6.2) What's up with this? I've never noticed it before, but it must have something to do with the time in my system. By coincidence, I noticed today that my system time was wrong in KDE's clock. Related??? Any help is appreciated.

I think it means that the file is in the especially "do not touch" category. Probably a root file, or something, either way, it's important.
