I was planning on doing this: creating a primary ext2 partition on my IDE hd and installing lilo on it. then installing bootmagic on the scsi hd (the one i boot from) and point bootmagic to the primary partition of ide drive. Is this ok? Does anyone have any suggestions?

As far as I can tell this will work. You will have to boot to your scsi drive and configure bootmagic then you will then have access to the ext2 partition on your ide drive when you reboot.
My question is why don't you put linux on the fast scsi drive and use LILO or GRUB to boot windows on the ide drive. IMHO linux deserves the scsi drive while windows can work with the ide interface.

This is similar to what i wanted to do originally: put both OS on the SCSI drive, which is 17.8GB, installing windows on a primary partition and mandrake on a logical drive. But once grub was installed on the MBR, it just wouldnt load I got the message: "stage1" and then just freeze. I was told that this message was the grub bootloader loading itself on the memory. My question is if I can actually install LILO on a logical drive, specially on one beyond the 1024 cylinder.

I believe you select "Use linear mode" option to over-come the 1024th cylinder issue.
