this has anything to do with a 3 or 4 digit number?

Where are you trying to create the dir? Yes, it might have to do with "one of those 3 digit numbers" - namely the permissions on the current directory. It may also be that the filesystem you're trying to write to has been mounted read-only, or you're trying to mkdir on a cdrom. ;)
