imfscked

I have developed this problem when my Linux RedHat 7.0 boots. I get the error message when mounting partitions - "mount: can't create lock file /etc/mtab~120: Permission Denied"
I recently tried to harden the security on the machine.. and now cannot mount or umount filesystems cleanly.. It fsck's everytime I restart even when mounting and umounting even with parameter -n
i havetried to put the command rm - f /etc/mtab* in the rc.local startup..
but it gives the error message "cannot unlink: Permission Denied"
I chmod'd /etc/mtab to 777 and yet still no luck..
Im just short of a re install... Any thoughts ?
