Help with Server-To-Server FXPing using Proftpd

hi, i need help, i am running Debian Linux, and i am running proftpd for an ftp server, and i am trying to get it to allow Server-To-Server transfers, but for some reason it's not letting me???? if anybody knows any commands or anything that could be usefull in getting it to allow server to server tranfers please please let me know!! any help would be appreciated.

What do you mean by server to server transfers? You want to mirror a site? wget -m ftp://arnold.c64.org
Or do you want a site to morror you? I guess setup an account with the things you want mirrored then the other site can wget -m ftp://username:passwd@arnold.c64.org
Or am I completely wrong?
