What settings are you using when you set up LILO? It sounds like you're installing correctly, but the master boot record doesn't know about your linux partition.
Specifically, when the installation asked for your choices for the LILO installtion where did you say to install the LILO boot loader? You probably had choices that looked something like this:
/dev/hda Master Boot Record
/dev/hda1 First record of Boot Partition
/dev/fd0 First sector of floppy disk
Give us some more information and we may be able to get you up and running.

hhmmmm. If Microsoft boots up it's because you need something to tell your computer where to boot from. I use Partition Magic, which comes with Mandrake(if you bought it). But apperantly, even though they are ugly, LILO & GRUB will work ONLY IF you install to the Master Boot Record. What video card do you have? I heard that the GeForce2 doesn't work by default on the Mandrake boot(what I am saying is you may want to try another video card).

If you create a boot partition, you can install lilo or grub there and use pmagic to set it as the active/boot partition. That should work, or go with something other than mandrake. Mandrake doesn't give you as many options for configuring lilo yourself, etc. It may be that you will need to use a boot disk and edit the /etc/lilo.conf file by hand.

Next time, MAKE A BOOTDISK! http://www.linuxnewbie.org/ubb/mad.gif
Unless Mandrake changed their installer drastically since 7.2b3 (which I doubt), you had the option to make a bootdisk. It's not kidding - do it. (I hope you realize I'm just being ornery, and take no offense - though I still mean what I say)
Now that that is out of the way, you can always use Loadlin and you won't have to worry about the MBR or any of that nastiness. Search around for "loadlin" and see if what you find intrigues you.

I have the partition made up thanks to Fips or is it Fpis either way its cool and easy to use no problem there where my problem lies is in the fact of the install is still going no where fast...I tired the text version after the partition and it went to reading my drive like it should and it just kept on and on and on for over ten minutes with out a break it only covering 9.54 gigs(est)on a 7200 rpm drive...
Ok loadlin found but when I use it it things that it puts out scroll off the screen to fast so I used the /p method of trying to deal with it....That got me no where fast it asked me for the location of the Kernel....I was like go to KFC (pun) So where is that...I feel like a total moron asking all these questions and, whats all the more I feel like such a pain in the neck...well if anyone wants to help they can...if they even know what I am talking about

Format your entire hard drive. Reinstall Linux and Windows in that order. Use a boot disk to get into Linux.
