Do I need to uninstall?

If I'm installing a newer version of a program, do I need to uninstall the previous version, or will the new one overwrite the old one?

I'm not exactly sure. I think it depends. I know that if you're installing an RPM file, the package will overwrite or upgrade the program. At least that's to my understanding. :)

I have no clue on any other files/programs.

it depends on whether your installing from rpm or tarball. most of the time it will upgrade the program. see "man rpm" and "man tar" for further details.
