Is it possible to install Linux on a slave drive and have Windows on the master?

Yes, I did it with Mandrake and just made a boot disk for running Mandrake. I should note that during the installation of Mandrake, it offers the option of creating a boot disk.

Yes, it is very possible. I have my master running Debian and my slave running Slackware. As mentioned above, make sure you make a boot disk for both OSes/distros just to be safe.

You can do a forum search to help configure LILO to choose between the two at boot time.

Absolutely! In fact, I find that setup even easier in many ways. This way you don't have to worry about the <1024 cylinder limit or anything like that, or repartitioning. It's a great setup.
