Kdict - off line - how to config

I use a notebook and love Kdict.

I would like to use Kdict while not on line. I have downloaded
dict-web1913-1.4-pre.tar.gz

I understand that this is the correct file for Kdict to use when not on line, but I do not know where to put this file or how to config Kdict to know where it is and to use it instead of dict.org.
