Setting PATH with pico

Somewhere i was readong how to set my PATH enviroment variable using pico, rather than using all those confusing commands. But, i had to reinstall my computer, and i lost the bookmark of the site. Can anyone tell me how to do this?? I was looking at an incredible tutorial on how to make Qt and licq which is where i found it, and if anyone knows what tutorial i'm talking about (or any other exceptional ones) please let me know that, too!

For my shell environment I would type:
pico ~/.bash_profile
Yours might be just :
pico ~/.profile
