using the dialup configuration tool, i tried to auto configure my modem in rh 7.0. each time after the probe, im given the warning "No modem was found on your system." it goes on to notify me that i can manually select a modem, but it will most likely not work. :p
my moden currently works in ME, so it is physically installed and working properly. next i check the linux compatibility list for modems. all good.

The first check you should do is to see if your modem is a winmodem, meaning it's crippled (cheap) by removing harware and substituting windows-only software for that chip. There is a project (linmodems.org, I think) to remove this barrier, but for the extra few bucks, it's often easier to buy a real one.
Assuming you already know this, you can try manually setting your modem to ttyS0 (com1 in dos/windows), ttyS1 (com2), etc. Sometimes, depending on your setup program, you may need to include the full path, i.e., /dev/ttyS0
You may also want to make sure your serial ports, etc., are active, and that you have the proper pci/pnp stuff working. I haven't used rh 7.0, or I might be more help.

2.6 Which Internal Modems might not work with Linux
-PCI Modems seldom work under Linux
i found this on a justlinux.com howto file, just my luck, it links to a blank page, so it wasnt to helpful.
this link here was in linuxnewbie.org NHF, http://www.idir.net/~gromitkc/20010212a.html
which verifies that my PCI modem is compatible.
---------------
now what really sucks is that i got a isa modem, but my new box doesnt have a isa slot. so im stuck with my new pci modem.
so anyone have any luck with PCI modems, or should i just screw it?
aaron.

I just finally went and bought an external quality modem.
Problem solved.
It moves easily from box to box.
There is no new modem technology on the horizon. So you don't have to worry about your investment.
One man's opinion.
