i tried to connect to an IRC server the other day, but i kept getting disconnected for logging in as root. (frankly, i don't careabout being root, because this puter blows) and so i created a new login to see if that would work. i went to start X and it wouldn't run, so i tried to run XF86Config, but it said didn't have access......
what's going on and how do i fix it?

What error does it give you when it won't run X? What distro are you using?

i'm using SuSe (slak when i get the CD... i'm learning on this one)
and the error msg is something like "Error, X is not configured" and says something about the server crashing... i don't remember the exact words, but i think my problem may have something to do with user priveleges

This error message usually means you dont have a config file in your home directory. Try copying one from the root home directory. Make sure to chown it correctly.
