I'm on DSL and I want to host my web site from my computer.
however, because we have a dynamic IP addressing scheme, i can't say "go to this ip *.*.*.*" because it keeps changing...
can i set this static on my end?

no , but you can buy a domain and use dynamic dns to have
www.optechshappyland.com (http://www.optechshappyland.com)
point to the dynamic ip
it works good , unless your ip is reset frequently (like more than 1-2 times a day)
the d!ckhead dsl i have gets the ip reset as much as 4-5 times a day, so it sux
www.primethepump.org (http://www.primethepump.org) is setup as described, it is a red hat server in my basement on my dynamic ip dsl line

to follow up on sweede's suggestion, your isp probably has a static ip business plan, for much more $$ than what you pay now
i have heard that some isp's will just give you a static ip if you ask, so it wouldn't hurt to try ;)

You’re planning on running a web server, so you’re not going to turn your pc off right?
If you leave it on the ip will get renewed automatically. It renews it self at 1/2 the lease time then if that one didn’t’ work it waits until 7/8 the lease time.

i have an infinite IP lease time... hehehe...
good service provider, goooood service provider...
but i want to point a portal site to MY ip, and if i get disconnected or frozen and require a reboot, then i don't want to have to go edit my portal account and change it to my new ip

Your IP addy will be the same after you reboot as long as the lease time did not expire. :)

I use DynHOST (http://www.dynhost.com/) for my dynamic DNS hosting. I know there are free services out there, but DynHOST is only $10/year, so I don't see a need to rely on the (for the time being) goodwill of the free DNS hosts -- DynHOST also has a good updating system: you can have a script call Lynx to dump a certain URL, and your IP gets updated in their records. They can also CNAME as many domains as you want to your account, but there's a $20 one-time fee for each second-level domain... i.e. domain1.com and domain2.com will cost $40 one-time, but after that, adding bob.domain1.com and bill.domain1.com and www.domain1.com (http://www.domain1.com) is free, I think.
