I was wondering if it is possible to restrict the amount of bandwidth that certain users have available to them when connecting to the internet using ipchains.

I have my setup as follows:

cable modem --> gateway/firewall ---> network

The trouble is that one person on my network is something of a bandwidth hog and thinks it is a good idea to be constantly downloading full length movies etc, purely because he can. I want to be able to limit the amount of bandwidth he can use so it is no longer rendering the internet unusable for everyone else.

I'm looking for something less dramatic than simply blocking ip as this could lead to tantrums :). It would also be preferable (but not essential) for this restriction to apply to one ip only.

I have red hat 7.1 installed on the gateway machine, so iptables is at my disposal if that has any neat features that could could help me out, but I haven't dared try that yet. :)
