I'm looking to update my ip tables to version 1.2.3 from 1.2.2 in mandrake 8.1 beta. http://netfilter.filewatcher.org/ I downloaded the ptach from that site. I was wondering if someone could tell me what to dow ith the patch :)

I've never used mandrake, but you can probably get updated RPMs for iptables.

Please read the readme file if exists. If don't, you can do the patch command.
But you require the 1.2.2 source code...
You can always issue man patch ... :)

grab the file from that webpage. When extracted theer is a simple file with no extension. I'm very new sop most of what you said to do is above my head.
