My hair is turning gray by the minute. I made a major mistake and now sure how!
1. Problem: Apache will not restart. This is the error I get:
Failed to start apache :
Starting httpd: [ OK ]
2. Problem: When I telnet in.....my cursor just sits there.
Should I just reinstall RD 6.2?
Any suggestions would be GREATLY appreciated.

You can probably avoid reinstalling, but giving more info would help.
Do you ever get a login prompt when you try to telnet? Do you even connect? Are you telnetting to the right name/ip? Is your network card working - if telnet don't work, does ping at least work?
Also, look in either dmesg or the apache error log to get more info about why that isnt starting... (I think they are related).

One more comment from me. Originally, when I installed RedHat 6.2 it was from a CDrom I bought. Everything seemed fine. I installed webmin. Play around....and everything seemed fine. Then I started adding programs. And then I broke my toe (ouch!) and did not touch my server for a week. I came back and viola.....weird problems. My assumption would be somewhere I installed a bad program.
I will try through webmin since that is the only way in now:

Which directory is this located in. I have looked everywhere with the search function provided by webmin.

where can I find a rpm file for apache?

Check the apache website or the redhat ftp servers, there are bound to be some around..
redhat: ftp.redhat.com
apache: http://www.apache.org
