Linux within itself is a CLI right?
Also, (since I am a Mac fan too-and...Steve Jobs) for my future box (building it), i want to use the best NeXTStep GUI-for a nostalgic kinda thing, any recommendations?

Not strictly speaking, no. Strictly speaking, Linux itself does nothing that the user can interact with directly. Now, a GNU/Linux system is a CLI one yes. The GNU tools provide things like shells for people to enter in commands and whatnot.

As far as your second question, I guess I'd recommend AfterStep, since it is supposed to be based on NeXTStep. But I don't know if it is even being developed anymore. I think WindowMaker is supposed to be a lot like AfterStep as well, though. A lot of the WM's (windo managers) are pretty configurable, and I'm sure several of them have NeXTStep-looking themes. AfterStep was a hack of another window manager, fvwm, and it was supposed to emulate the look of NeXTStep GUI. As far as I know, some of the AfterStep's developers wrote from scratch WindowMaker that was also intended to have the NeXTStep look. I've tried both AfterStep and WindowMaker and I can say the earlier versions of them both looked almost the same but now AfterStep has gone more it's own way while WindowMaker still looks very much the same.

I have no clue what the NeXTStep GUI looks like (guess I'm too young ;-) so maybe it's best for you to try both WindowMaker and AfterStep and decide which you like better. But I'd recommend WindowMaker because it's very much easier to configure.
