I have a Redhat Distribution.

Upon installation, it set up an administrative account for me. Is the administrative account the same as the "root" account?

Secondly, how do I set up other user accounts?

yes.. the administrative account is root.
to add a user, use the cli command adduser.
or i think you could also do it in linuxconf. go to the user accounts menu and add it in there.

What I have found contradicts the idea that the administrative account is root. I logged into my account using the one that I set up when I installed Redhat Linux, and I was unable to edit my lilo.conf file. However, the permissions said that users could write to it. So I logged out and typed "root" at the log in. I used the same password that the account that I normally logs in uses. This let me in and gave me the proper write permissions.

With this in mind, is the root and administrative accounts the same?
