Licq in mandrake not working

I'm connected to the internet via an network (Win98), netscape works but i can't connect icq yet. How do i get the right settings ?

How are you connected to the network? Some proxies don't allow for icq to work through them. Need more info.

I'm connected with another PC (win98) via an network (crossovercable), as i said netscape works and the funny thing is that in Gnome icq does connect but i use KDE and it times out all the time when it tries to connect.
