I'm not sure about the ISP part but I can help you a little with the applications.
Most linux distrobutions include a image editing program, called the GIMP for free. Basicly, this image editor compares to photoshop in features and costs a heck of a lot less http://www.linuxnewbie.org/ubb/wink.gif
On the HTML editing front, there are a few programs which can help, as long as you want to write the code itself. I have yet to come across a WYSIWYG HTML editor for linux. The first of these is the standard text editor. Either EMACS or vim are popular. EMACS is arguably easier to use that vim is though. Then theres a few GUI editors, the names of which escape me right now.
As for flash, I'm not sure if theres a linux program to do that.

There shouldn't be a problem with your ISP as long as you can configure your NIC in Linux.

I could be wrong, but I thought the StarOffice HTML editor was a WYSIWYG editor.

There is no replacement for dreamweaver or flash.
unless you know dhtml/javascript/css like the back of your hand.
and then you'll be checking your pages in netscape, so you'll never ever get the results you want. and no, m18 or netscape 6.0 does any better than 4.76 in rendering anything.
i dont think gimp can come close to photoshop in anything, especially if your hardware isnt supported or very fast like my S3 savage 2000 chip, which is amazing under w2k.
Flash, there isnt a linux dev kit to make flash animations.
i'd move from windows 98 to windows 2000.
as for your network, that shouldnt be a huge problem, if you use mandrake, during install it will ask if you use proxy settings or not.

Dual Boot windows 98 (or 2000) and Linux. That is what I do and it works great. Some things just arent available for Linux yet so I have to use windows. Take a look at dual booting and see if it may help you out.

about the web developing apps.
Theres three main ones I've been using.
Quanta - KDE's web developing app, not bad over all, pretty much no wysiwyg but nice, kinda like hotmetal pro (not as nice though)
pretty stable.
Screem - Gnomes editor.
still really beta, but looking kinda nice.
Bluefish -> stable, works. but not fancy
There are no great html editors in Linux, and no real wysiwyg except for netscape, which sucks.

hpbuilder is not bad. Not great, but not bad. You can get the 60 day demo from IBM's site - look for WebSphere or HPBuilder for Linux (same thing). Along those same lines, Corel PhotoPaint9 for Linux (free download and use) kicks *** over GIMP - would be almost perfect if it had a slicing utility to the same effect of FireWorks. You can always dual boot with 2k, take a performance hit by using VMWare, or if you're lucky enough to be able to use one of their kernel patches, use Win4Lin (http://www.netraverse.com/) to run 98. I just recently went up to MDK 7.2, and am patiently awaiting a 7.2 kernel patch to be able to go back to W4L... Until then, VMWare is the route I'll be taking...
Or, as Miss Dickie-G would/will probably say, "All that stuff runs just fine in my Windows 2000... BRB, it's time to change my tampon....".
