qmail doesn't deliver mail to any existing user

but when I add a new user, the new user have no problem, mail was delivered to the new users mailbox, and new user can read its mail.

this are the steps that I did already:
1. follow the instructions of /var/qmail/doc/INSTALL until step 10

2.did a link of the USER1 in /var/spool/mail to its /home/USER1/Mailbox

3. error msg: Dec 16 16:18:20 myhost qmail: 976954700.484930 status: local 1/10 remote 0/20
Dec 16 16:18:20 myhost qmail: 976954700.494028 delivery 48: deferral: Unable_to_chdir_to_maildir._(#4.2.1)/


why is it that is doesn't work?

I dont have an existing mta(sendmail,etc.) and running slackware7.1.
