bandwidth control?

i know it's possible under linux, but i forgot which config file to edit to enable it. basically i want to limit ftp to 7k/s per user or something like that. i have slackware 7.1 with all the default packages installed. any help would be great.

I know there is. check out your man pages on your box under the ftp section, I know it is there, but I too forget.
