mandrake 7.2 menu editor

Have any other people noticed that it barely works?!

I log in as root, run menudrake, ensure that in the context menu, all is selected.

Add a menu entry, say, Quake 3. Click Save. Exit.

Relogin in as me under KDE, there is no entry for quake 3!

I assume that running menudrake as root will apply any menu changes system wide for all users?

The menu editor only applies to the user account that you run it with. There may be an option as root to make the changes system wide, but I haven't found one .. haven't really looked actually. But it can be run as a user and works just fine.
