/etc/issue.net keeps changing?

In redhat 7.0 I changed the /etc/issue.net to a nice friendly message. The next time I rebooted the system, the message had reverted to the default. I changed it again, and once again it changed back at restart. Why does this keep happening, and more importantly, how can I make it stop!

Thats because the /etc/rc.d/rc.local script rewrites both issue and issue.net.... youll have to make changes there instead.
