man cat
I forget offhand the exact syntax but cat is the GNU utility that can piece together files. If you want an advance version then get DOG (http://opensource.photodex.com/).
I don't know of any that has an exact UI as CD Extreme, but the features are replicated in most that are available. I personally prefer XCDRoast, but others like Eroaster or KisoCD. A search on http://freshmeat.net will find more.

I would have to vote for xcdroast. That's what I use.
Nice, straight forward and a killer disclaimer !!
