I am running Linux Mandrake 7.0 on my computer, and the OS is aware of the network card that connects me to the internet, but yet I cannot find anywhere in KDE to configure my TCP/IP settings for the card to connect.

7.0 is quite old, but this should be the same as for the newer releases. You won't find this anywhere in KDE.
What you need to do is to start linuxconf from a shell (as root), and get to the Networking part. You will find what you need there.
